    1.<\/b> This Order may be cited as the Police Force (Assemblies and Processions) (Exempted Purposes) Order.\n<\/p>\n

    2.<\/b> The provisions of section 43 of the Police Force and Auxiliary Services Act shall not apply to any procession convened, collected, formed or organised exclusively for any religious purpose.\n<\/p>\n

    3.<\/b> The provisions of section 43 shall not apply to any assembly convened, collected, formed or organised exclusively for one or more, or for a combination of any of the following purposes, namely, religious, social, educational, entertainment, or sporting purposes.\n<\/p>\n

1.    Citation\n<\/p>\n

    These Regulations may be cited as the Police Force (Good Conduct Badges and Allowances) Regulations.\n<\/p>\n

2.    Granting of good conduct badges and allowances\n<\/p>\n

    One badge\n<\/p>\n

    (1) Every police officer below the rank of Sergeant–\n<\/p>\n

    (a)    who shall have served in the Force for a period of four years; and\n<\/p>\n

    (b)    who, during the last two years thereof, shall not have incurred, in respect of disciplinary offences under the Police Force and Auxiliary Services Act function a10(msg) { myWindow=window.open(”,”,’width=157,height=66,left=400 ,scrollbars=1,top=400,screenX=400,screenY=100′);myWindow.document.write(msg);}*<\/a>, a sentence of–\n<\/p>\n

        (i)    imprisonment;\n<\/p>\n

        (ii)    a fine of or exceeding ten shillings;\n<\/p>\n

        (iii)    reduction in rank or grade;\n<\/p>\n

        (iv)    confinement to quarters for a period of fourteen days;\n<\/p>\n

        (v)    disciplinary detention for any period; and\n<\/p>\n

    (c)    who is certified by a gazetted officer of the Force to be efficient,\n<\/p>\n

may in the discretion of the Inspector-General be granted and may wear one good conduct badge and to receive, in respect of one such badge, an allowance at the rate of one shilling and fifty cents a month.\n<\/p>\n

    Two badges\n<\/p>\n

    (2) Every police officer below the rank of Sergeant who shall have served in the Force for a period of seven years and who, during the last three years thereof, shall have been entitled uninterruptedly to wear one good conduct badge and to receive the allowance in respect thereof, shall be entitled to be granted and to wear two good conduct badges and to receive, in respect of two such badges, an allowance at the rate of three shillings a month.\n<\/p>\n

    (3) Every police officer below the rank of Sergeant who shall have served in the Force for a period of ten years and who, during the last three thereof, shall have been entitled uninterruptedly to wear two good conduct badges and to receive the allowance in respect thereof, shall be entitled to be granted and to wear three good conduct badges and to receive, in respect of three such badges, an allowance at the rate of four shillings and fifty cents a month.\n<\/p>\n

    Four badges\n<\/p>\n

    (4) Every police officer below the rank of Sergeant who shall have served in the Force for a period of twelve years and who, during the last two years thereof, shall have been entitled uninterruptedly to wear three good conduct badges and to receive the allowance in respect thereof, shall be entitled to be granted and to wear four good conduct badges and to receive, in respect of four such badges, an allowance at the rate of six shillings a month.\n<\/p>\n

3.    Surrender and forfeiture of good conduct badges\n<\/p>\n

    (1) A good conduct badge or good conduct badges shall be automatically surrendered, and the allowance received in respect thereof shall automatically cease, on the promotion to the rank of Sergeant of the police officer entitled to wear such badge or badges.\n<\/p>\n

    (2) Forfeiture of one good conduct badge and one shilling and fifty cents a month of good conduct allowance shall be included in, and shall be deemed to be a part of, any of the following sentences imposed for disciplinary offences under the Police Force and Auxiliary Services Act function a11(msg) { myWindow=window.open(”,”,’width=151,height=66,left=400 ,scrollbars=1,top=400,screenX=400,screenY=100′);myWindow.document.write(msg);}*<\/a>–\n<\/p>\n

    (a)    any sentence of imprisonment;\n<\/p>\n

    (b)    a fine of or exceeding ten shillings;\n<\/p>\n

    (c)    reduction in rank or grade;\n<\/p>\n

    (d)    confinement to quarters for fourteen days;\n<\/p>\n

    (e)    disciplinary detention for any period,\n<\/p>\n

and every such forfeiture shall be entered in the offender’s misconduct sheet.\n<\/p>\n

    (3) Where the Inspector-General is as of the opinion that any police officer who is entitled to wear a good conduct badge or good conduct badges under the provisions of these Regulations, has ceased to be efficient, he may, at any time, of his own accord, or on the recommendation of any gazetted officer of the Force, direct that the good conduct badge or good conduct badges worn by such police officer together with the allowance received in respect of such badge or badges, shall be forfeited.\n<\/p>\n

4.    Restoration of forfeited period of service qualifying for good conduct badges\n<\/p>\n

    Where any police officer who would otherwise be entitled to the grant of a good conduct badge or good conduct badges, under the provisions of these Regulations, has forfeited any period of service qualifying for the grant of a good conduct badge or good conduct badges, the Inspector-General may, at any time, on his own accord, or on the recommendation of any gazetted officer of the Force, direct that such forfeited period of service shall be restored to such police officer as a reward for conspicuous gallantry or other notable service.\n<\/p>\n

5.    Miscellaneous\n<\/p>\n

    (1) The allowance payable in respect of a good conduct badge or good conduct badges shall cease to be payable with effect from the first day of the month next following the date of forfeiture of such good conduct badge or good conduct badges.\n<\/p>\n

    (2) The granting or forfeiture of good conduct badges shall be promulgated in Force Orders, Part II.\n<\/p>\n

    (3) The issue of badges to police officers who are entitled to wear them under the provisions of these Regulations shall be at the rate of one large and one small chevron for each good conduct badge granted.\n<\/p>\n

<\/a>THE SPECIAL POLICE OFFICERS REGULATIONS<\/a>\n<\/p>\n

    1.<\/b> These Regulations may be cited as the Special Police Officers Regulations.\n<\/p>\n

    2.<\/b> In these Regulations, unless the context otherwise requires–\n<\/p>\n

    “Act” <\/b>means the Police Force and Auxiliary Services Act;\n<\/p>\n

    “special constabulary”<\/b> means a force of special police officers established by the Minister under section 83 of the Act.\n<\/p>\n

    3.<\/b> The special constabulary shall consist of such members of the following ranks, as the Inspector-General may direct, in the following order of seniority–\n<\/p>\n

    Commandant\n<\/p>\n

    Assistant Commandant\n<\/p>\n

    Inspector\n<\/p>\n

    Sergeant\n<\/p>\n

    Special constable.\n<\/p>\n

    4. <\/b>(1) Superintendents in charge of police and other police officers so authorised by the Assistant Commissioner in charge of the region may enrol special police officers.\n<\/p>\n

    (2) The enrolment will be in writing in the form set out in the First Schedule to the Act.\n<\/p>\n

    5.<\/b> (1) Persons applying for enrolment in the special constabulary may be asked any questions as to previous criminal convictions and personal qualifications as may be put to them by a gazetted police officer.\n<\/p>\n

    (2) Any applicant for enrolment who knowingly answers any questions put to him under this Regulation falsely shall be liable on conviction to a fine not exceeding one hundred shillings.\n<\/p>\n

    6. <\/b>All special police officers enrolled under section 83 of the Act will be appointed to the rank of special constable.\n<\/p>\n

    7. <\/b>Special police officers will on enrolment be required to serve for a period of three years or any such less period as may be fixed by the Minister from time to time.\n<\/p>\n

    8. <\/b>A special police officer on completing such period of three years may be permitted to re-engage for a further period of not more than three years on each occasion.\n<\/p>\n

    9.<\/b> (1) Appointment of the rank of Commandant and Assistant Commandant will be made by the Inspector-General and published in the Gazette<\/i>.\n<\/p>\n

    (2) Appointment to the rank of Inspector, sergeant and special constable may be made by a Superintendent in charge of police.\n<\/p>\n

    10.<\/b> (1) The services of special police officers of the rank of Commandant and Assistant Commandant may be suspended or terminated by the Inspector-General at his discretion, and such suspension or termination shall be published in the Gazette<\/i>.\n<\/p>\n

    (2) The services of special police officers of the rank of Inspectors, sergeants and special constables may be suspended or terminated by a Superintendent in charge of police at his discretion:\n<\/p>\n

    Provided that any suspension or termination under this regulation made for a disciplinary purpose shall be subject to a right of appeal to the Minister.\n<\/p>\n

    11.<\/b> A special police officer wishing to resign may do so by giving one month’s notice in writing to the Superintendent in charge of police:\n<\/p>\n

    Provided that in the case of such notice from a special police officer of the rank of Commandant or Assistant Commandant such notice shall be forwarded to the Inspector-General and such resignation shall be published in the Gazette<\/i>.\n<\/p>\n

    12.<\/b> Every special police officer not being of the rank of Commandant or Assistant Commandant shall be subject to the provisions of section 50 of the Act.\n<\/p>\n

    13. <\/b>Where any charge against a special police officer is brought under section 50 of the Act, a gazetted police officer shall inquire into the truth of such charge as required by section 55 of the Act and will refer the case to his superior officer for transmission to the Inspector-General, whereupon the Inspector-General may in respect of\u00a0any proceedings for an offence against discipline award any or all of the following punishments–\n<\/p>\n

    (a)    dismissal or discharge;\n<\/p>\n

    (b)    reprimand;\n<\/p>\n

    (c)    fine not exceeding shs. 20\/=.\n<\/p>\n

    14. <\/b>Any special police officer who has been awarded any punishment under regulation 13 of these Regulations may appeal against such award to the Minister.\n<\/p>\n

    15.<\/b> Any special police officer called upon to perform any duty or training may at the discretion of the Inspector-General while performing such training or duty be armed:\n<\/p>\n

    Provided that any arms issued to special police officers under this Regulation shall be returned to the officer-in-charge of the Police Station for safe custody on completion of such training or duty.\n<\/p>\n

    16.<\/b> Special police officers shall receive free medical attention in so far as such attention–\n<\/p>\n

    (a)    is attributable to service in the special constabulary; and\n<\/p>\n

    (b)    can be provided within the existing medical services in Tanzania.\n<\/p>\n

    17.<\/b> Special police officers when on duty or training may be required to drive Government vehicles. When ordered to do so such special police officers shall be subject to such order or orders as may be made by the Inspector-General from time to time.\n<\/p>\n

    18.<\/b> Special police officers enrolled under section 83 of the Act shall–\n<\/p>\n

    (a)    when travelling from their houses to the place of duty or training or when on duty or engaged in training, receive such transport, travelling and subsistence allowances as are authorised from time to time;\n<\/p>\n

    (b)    if required and authorised in writing by an officer not below the rank of Superintendent or Assistant Commandant to use motor vehicles owned by themselves for any of the purposes set out in subregulation (a) of this Regulation, receive such mileage allowance as may be authorised from time to time.\n<\/p>\n

    19.<\/b> Uniform and equipment shall be provided for special police officers on the scale laid down in the Schedule hereto.\n<\/p>\n

    20.<\/b> If any special police officer of or below the rank of inspector thinks himself wronged in any matter, other than a charge for any alleged offence under Part VII of the Act, by any police officer or special police officer below the rank of superintendent-in-charge of police in the place wherein he is serving, and if he thinks himself wronged by such superintendent-in-charge of police or any other officer of the same or higher rank or a commandant either in respect of his complaint not being redressed or in respect of any other matter, other than a charge for any alleged offence under Part VII of the Act, he may complain thereof to the Inspector-General and if he thinks himself wronged by the Inspector-General either in respect of his complaint not being redressed or in respect of any other matter, other than a charge for any alleged offence under Part VII of the Act, he may complain to the Minister and the superintendent-in-charge of police, the Commissioner or the Minister, as the case may be, upon any complaint being so made, shall cause such complaint to be inquired into, and shall, if on inquiry he is satisfied with the justice of the complaint, take such steps as may be necessary for giving such redress to the complainant in respect of the matter complained of as the case requires.\n<\/p>\n

G.N. No. 258 of 1957\n<\/p>\n

    1.<\/b> These Regulations may be cited as the Police Force (Leave and Discharge) Regulations.\n<\/p>\n

    2.<\/b> Except where otherwise stated, these Regulations shall apply to all members of the Force of or below the rank of Inspector.\n<\/p>\n

    3.<\/b> Members of the Force shall be eligible for leave in accordance with the scale set out in the First Schedule hereto and such leave shall be inclusive of travelling time.\n<\/p>\n

    4. <\/b>(1) Sick leave or convalescence leave may be granted at any time by the Inspector-General to any member of the Force, on the recommendation of the Medical Officer in charge of the station, provided that not more than six months such leave may be granted on full pay and not more than six months on half-pay during a period of four years, without the authority of the Chief Secretary.\n<\/p>\n

    (2) If the sickness is not caused by the fault of the officer, any sick leave granted shall be on full pay in the first instance. If the sickness is due to the fault of the officer, sick leave may be without pay or on such reduced pay as may be decided by the Inspector-General. In deciding which of the categories shall apply in any particular case, the Inspector-General shall take into consideration the report of the Medical Officer.\n<\/p>\n

    (3) Any period spent in hospital shall count as sick leave.\n<\/p>\n

    5.<\/b> Leave on the ground of urgent private affairs may be granted in special cases by the Inspector-General to any member of the Force. Leave earned may be taken on pay, any extension being without pay. A member of the Force to whom such leave is granted shall commence a new tour of leave-earning service on his return to duty.\n<\/p>\n

    6. <\/b>(1) Any gazetted Police Officer in charge of Police or any Administrative Officer appointed by the Commissioner to be in charge of the Police at any place, may, in his discretion, grant to any member of the Force, below the rank of Sergeant-Major, serving under his command, leave of absence not exceeding forty-eight hours on any one occasion, and such leave of absence shall not be taken into account when reckoning the amount of casual leave earned by such member of the Force.\n<\/p>\n

    (2) Any member of the Force to whom such leave of absence has been so granted will not be eligible for any transport privileges.\n<\/p>\n

    7.<\/b> Any member of the Force who is dismissed for misconduct shall forfeit all privileges under these Regulations.\n<\/p>\n

    8.<\/b> Certificates of discharge furnished under the provisions of subsection (2) of section 25 of the Act shall be in the form set out in the Second Schedule hereto.\n<\/p>\n

    Impressions to be so taken that the flexure of the last joint shall be immediately above the line marked (Fold). If the impression of any digit be defective, a second print may be taken in the vacant space above it.<\/p>\n<\/td>\n<\/tr>\n

    When a finger is missing or so injured that the impression cannot be obtained, or is deformed and yields a bad print, the fact should be noted under REMARKS.<\/p>\n<\/td>\n<\/tr>\n

\n

    The “rolled” and “plain” impressions are to be obtained first, then the prisoner should sign his name, and lastly an imprint of the right forefinger is to be impressed on the back of the form.<\/p>\n<\/td>\n<\/tr>\n
